Currently a Director of the Maffra & District Community Bank and has leadership roles with many local community organisations. Appointed to the Board in 2005. LOUISE RIJS, VICE CHAIR Louise is retired after long term previous employment in the management of Government-funded programs for rural communities. Louise has experience in Corporate Governance and worked as a Partner in a successful family business for many years. She has had significant personal involvement with aged care facilities, which has led to her involvement with, and appreciation for, Stretton Park. Appointed to the Board in 2003. NICK MUNRO, TREASURER Having grown up in Maffra, Nick has worked for over 20 years as an Accountant in large corporations in Melbourne & Singapore. Returning to Maffra to give his sons the same opportunity to grow up in the clean country air. Nick now works in Public Practice as a Tax Accountant. Appointed to the Board in 2015. KATHY CROOKE Trained as a division one nurse with midwifery and maternal and child health certificates. Since living in Gippsland, Kathy has worked at Maffra Hospital, then with local government in community services. She has lectured at TAFE in aged care and spent a lifetime of active involvement in agriculture. Appointed to the Board in 2001. LINDSAY WIGG Born in Maffra, Lindsay spent his early years in Maffra and Sale, attending school locally. In the past 45 years he has been in real estate, property management, development and investment. He is currently a director of four real estate companies in Gippsland. His personal interests are beef cattle breeding, Maffra Lions Club (of which he has been a past president and recipient of the Centenary Medal for services to the Lions Club), he also enjoys travelling. Lindsay has been a board member at Stretton Park for the past 14 years. Appointed to the Board in 2001. RUSSELL MACQUEEN Russell is a semi-retired Anglican Minister. He has been Rector of Orbost, Yarram and Maffra. He was also Archdeacon of East Gippsland and a Police Chaplain. In 2011 he retired from full time ministry and retrained in paramedics. He currently works for the Royal Flying Doctor Service in Victoria. Appointed to the Board in 2001. SARAH CHRISTIE Sarah grew up in Dargo and Briagolong, before moving to Melbourne to study a double degree in Laws and Arts at Monash University. Sarah has since worked as a consultant in change management and in an in-house law firm specialising in employment relations and dispute resolution. Chasing open spaces and community, Sarah returned to Maffra several years ago. She now works for the Federal Government, specialising in industrial compliance and investigation. In her spare time, Sarah enjoys playing tennis and agility training with her kelpie. Appointed to the Board in 2022. DEBBIE DARNELL After training and working as a librarian in the education sector in Western Australia, Debbie moved to Maffra in 2000 when working for the Defence Library Service at East Sale. After 23 years in libraries, she changed careers to grants management in various state and federal government departments in Canberra, Melbourne and Gippsland. Departing the state and federal public sectors after 40 years service, Debbie is now working in the training sector. Appointed to the Board in 2022. BRAD SEMMENS Brad was born and raised in Maffra completing his education locally at Maffra and Sale. After completing a Bachelor of Business (Accounting / Administration), Brad spent 11 years working for the Wellington Shire Council in various finance roles. In 2003 Brad joined his parents in the family funeral business which he now owns and operates. Any spare time is spent with his family and following the local football. Appointed to the Board in 2022. ANNUAL REPORT ANNUAL REPORTS ROOM OPTIONS SERVICES WE OFFER RESPITE SERVICES Stretton Park Hostel provides respite care to eligible persons. Eligible persons are entitled to 9 weeks (63 nights) of respite per financial year. There are respite beds available which provide the same level of service as permanent care. Fees and charges are as specified by the Department of Health & Ageing. EMERGENCY RESPITE Stretton Park Hostel Aged Care can at times support emergency respite depending on bed availability. We work closely with acute and community health services to support the needs of our aged population. PERMANENT CARE The facility offers care with ageing in place to meet the needs of the residents of Maffra District and beyond. Stretton Park Hostel offers quality, individualised care to our residents. Staff are proud of our friendly, pleasant environment and the manner in which our residents are respected and supported. Individualised personal care is planned and delivered through continued consultation and review of personal care needs and choices. Family consultation occurs regularly as indicated or requested. Resident health and comfort is enhanced through the provision of more specialised care as indicated. This includes care such as physiotherapy, speech therapy, palliative care, dementia care, occupational therapy, wound management and more. Residents can choose their doctor of choice in Maffra from either of two local clinics. This needs to be confirmed prior to admission. Local Medical support ensures 24 hour, 7 day per week access to a GP for emergency and also periodic review as indicated. All resident medication must be presented in Webster packs (Unit Dose 7). Resident lifestyle is supported through our Diversional Therapist and volunteer team who offer various activities, events and personal programs to support individual and groups of residents. All permanent rooms include the following – Comfortable bed, lockable bedside drawers 24 hour call bell in main room and ensuite, and emergency bell All food/drinks provided (meals in room or communal dining area as per resident choice) Meal choice includes at least three options Evening happy hour Inclusion in Lifestyle and Leisure Program Community bus pick up and drop off at front door twice weekly Emergency Medical care (choice of local GP clinic to be arranged prior to admission) Laundry and housekeeping services Peaceful outside secure garden areas, barbeque and gazebo Raised vegetable and flower beds Church and other services e.g. RSL Allied Health services PALLIATIVE CARE Our Palliative Care partnership with CGH is deeply committed to providing compassionate palliative care that focuses on comfort, dignity, and quality of life for our residents. Our experienced and caring team works closely with families to ensure that each individual’s physical, emotional, and spiritual needs are met during this important stage of life. We create a peaceful and supportive environment where residents receive personalised care tailored to their specific wishes and preferences. With a holistic approach to palliative care, we strive to make each moment meaningful, offering not only expert medical care but also emotional support for both residents and their families. DEMENTIA CARE We are dedicated to providing exceptional dementia care that enhances the lives of our residents while supporting their families. ALLIED HEALTH We are proud to partner with a wide range of allied health services at CGH to deliver comprehensive and tailored care to our community. GERONTOLOGY We are proud to partner with the experienced team of gerontologists at Central Gippsland Health (CGH) to provide exceptional care for our residents. This collaboration ensures that our residents benefit from specialised expertise in aging and geriatric health. By working closely with CGH’s gerontologists, we are able to offer personalised care plans that address the unique needs of each individual, including managing complex health conditions and promoting overall well-being. Our partnership enhances the quality of care, ensuring that residents receive the best possible support from a team of dedicated professionals who are committed to improving their health and quality of life. RESIDENTIAL INREACH Better@Home services aim to deliver more specialised care closer to home and in the persons setting of choice. As one of the Better@Home services, Residential In Reach provides specialist assessment services by a Nurse Consultant, to people living in Residential Aged Care Facilities, which in turn, prevents avoidable presentations to the Hospital Emergency Department. Residential In Reach Nurse Consultants may visit and provide this specialist care; which is done in partnership with the Facility staff and the persons own General Practitioner. It is a team approach to supporting care in that persons’ setting of choice – Better@Home! If the person requires hospital admission, this decision is made with the person and their care team. Residential In Reach is NOT an emergency service. TELEHEALTH We embrace innovative solutions to enhance the care we provide to our residents, including the use of telehealth services. This technology allows us to connect residents with specialist healthcare professionals remotely, ensuring timely consultations and ongoing medical support without the need for travel. Telehealth enables our team to coordinate care more efficiently, access expert advice, and provide residents with a higher level of healthcare, all while maintaining their comfort and convenience. By integrating telehealth into our services, we are able to offer a seamless, comprehensive care experience that prioritises both the health and well-being of our residents. WOUND CARE We are fortunate to partner with the skilled Wound Care Nurses at Central Gippsland Health (CGH) to provide specialised care for residents with wound management needs. This collaboration ensures that our residents receive the highest level of expertise and attention for the treatment and prevention of wounds, including chronic and complex conditions. The CGH Wound Care Nurses work closely with our care team to develop personalised care plans, using the latest techniques and best practices to promote healing and improve comfort. Through this partnership, we are able to deliver comprehensive, compassionate care that supports the health and well-being of our residents every step of the way. CONTINENCE NURSES We are proud to partner with the expert Continence Nurses at Central Gippsland Health (CGH) to provide specialised support for residents with continence care needs. This collaboration ensures that our residents receive personalised, professional care designed to enhance comfort, dignity, and quality of life. The CGH Continence Nurses work alongside our team to assess, manage, and implement the most effective care strategies, tailoring solutions to each individual’s needs. DIABETES SPECIALISTS We are proud to collaborate with the Diabetes Specialists at Central Gippsland Health (CGH) to ensure our residents with diabetes receive the highest standard of care. This partnership allows us to offer personalised management plans tailored to each resident’s unique needs, helping to monitor and control blood sugar levels effectively. The Diabetes Specialists work closely with our care team to provide ongoing support, education, and guidance, empowering our residents to lead healthier, more comfortable lives. INFECTION PREVENTION We are committed to maintaining the highest standards of health and safety for our residents, which is why we partner closely with the Infection Prevention team at Central Gippsland Health (CGH). The CGH Infection Prevention team supports us in key areas such as immunisation, outbreak management, and ongoing staff education, ensuring our team is well-trained in infection control measures. MAINTENANCE SERVICES To ensure that our facilities remain safe, comfortable, and functional, our maintenance team provides regular upkeep and prompt repairs throughout the site. PROMOTING OUTDOOR USE We understand how important it is for residents to enjoy the outdoors and stay active. Our beautifully maintained garden areas are designed with accessibility and comfort in mind, offering plenty of spaces for leisurely walks, gardening activities, or simply enjoying the fresh air. We encourage residents to make the most of these outdoor areas, whether it’s by hosting social events, participating in gardening activities, or simply relaxing in the peaceful surroundings. Our Gardening and Maintenance Services help create a harmonious living environment where residents feel at home, connected to nature, and able to enjoy the outdoors every day. INDEPENDENT LIVING UNITS Stretton Park Aged Care has 18 Independent Living Units offering either single bedroom or two bedroom options. All have ensuites, well presented kitchens, bathrooms and private outdoor areas. The units are situated in a peaceful, residential area of Maffra close to a beautiful park, local hospital and convenience store. Services in these contracts include assistance with general maintenance and inclusion in onsite community activities, such as church services and access to the community bus. These units are in demand and a waiting list is maintained. Formal expressions of interest can be submitted for addition to the waiting list. WORK EXPERIENCE PROGRAM CLAYTON WILLINGTON LIBRARY LEARN STUDENT ORIENTATION WORK EXPERIENCE PROGRAM Our secondary student Work Experience Program is offered to school based students in Years 10-12. Central Gippsland Health recognises the importance of work experience in assisting students to prepare for their future careers, encouraging and promoting the exploration of health industry roles to secondary students. The primary purpose is to enable students the opportunity to observe and learn in the workplace (but not to undertake activities which require extensive training or experience). Ensuring patient privacy and safety are maintained. It is a valuable opportunity to: Develop employability skills Explore possible career paths Understand employer expectations Increase the student’s self-understanding, maturity, independence and self-confidence. The program is run three times a year in the following areas: Dietetics Medical Imaging Medicine Nursing Occupational Therapy Pharmacy Physiotherapy Speech Pathology This is a highly sought-after program with limited placements available each session, and we encourage students to apply early to avoid missing out on this valuable opportunity. You can make a request yourself or you can authorise another person (for example, a solicitor) to make a request on your behalf. If you want someone to make a request on your behalf for your personal information, you must give them your written authorisation. In the case of requesting information relating to a deceased person, the consent of the person’s most senior next of kin who is of or above the age of 18 years is required. Proof of this relationship is required. FOI APPLICATION FORM There are two costs associated with making a FOI request – an application fee and access charges. These charges are set by government regulations. An access charge is applied under the Act for processing your request. Access charges are applied according to the nature of the request and could include search fees ($23.80 per hour), photocopying (20 cents per page), providing written transcripts of a recorded document ($20 per hour). The application fee can be waived if payment is likely to cause you hardship. If you wish to make a claim to have the fee waived you must provide evidence that you receive social security benefits eg: a current social security benefits or health benefits card. The Freedom of Information Act 1982 stipulates all FOI requests shall be completed within 30 days of the Health Information Unit receiving a valid request form and payment. All FOI requests are treated in strictest confidence, as per the Central Gippsland Health Service Confidentiality Policy. Requests requiring interpretation of, or opinion on medical records or reports will be referred to the Chief Medical Officer for separate consideration. If your request is declined, Central Gippsland Health is obliged to notify you within 30 days of the date your request was received. BOARD OF DIRECTORS ARTHUR SKIPITARIS, CHAIR Arthur is currently the General Manager, Corporate Services for the Wellington Shire Council. Prior to this role, Arthur was a senior executive for the Finance Shared Services Division of General Electric, Australia and New Zealand. He was also the General Manager of Australia Post’s Shared Services Division and has worked in a number of senior banking and finance roles. Arthur holds a Bachelor of Business double major in Accounting and Economics, is a CPA, a Fellow of the Financial Services Institute of Australasia and a Graduate of the Australian Institute of Company Directors. LAUREN CAREY, VICE CHAIR Lauren has worked in the power generation and mining sector for the last eight years, employed by ENGIE as the External Communications Manager for the company’s Hazelwood asset and holds a Bachelor in Public Relations. Born and schooled in Sale, Lauren has significant links to the Wellington Shire and is passionate about using her skills in corporate communications, stakeholder engagement, strategic leadership and governance to benefit the patients, residents and clients of Central Gippsland Health Service now and into the future. JENNY DEMPSTER Jenny is currently the Associate Program Director of the Acute & Aged Medicine Program, Box Hill Hospital and Director of Nursing, Acute Medicine, Eastern Health. She has a Masters in Public Health – Health Service Management and a Bachelor of Applied Science – Advanced Clinical Nursing. Jenny has extensive management experience in both the Public and Private Health Sectors. Jenny brings knowledge and skills related to asset management, clinical governance, executive management, human resources management, finance, risk management, information and communication technology. PETER (GERRY) WATTS Gerry has a strong grasp of hospital board governance and an extensive history in procurement, his most recent role being that of Regional Procurement Advisor with Health Purchasing Victoria, which supports a strong understanding of governance, process and probity. Gerry is a competent and experienced Board member who is enthusiastic about his contribution to Central Gippsland Health Service. He holds an Advanced Diploma in Hospitality Management, a partial Masters of Information Systems and AICD Clinical Governance. CLAIRE MILLER Claire has over 10 years of board level experience across the public and commercial sectors with a focus on the utilities, resources, infrastructure and energy industries. In her executive capacity she has held the role of General Counsel and Company Secretary managing governance, compliance, risk and audit functions across a range of industry sectors including energy, infrastructure, gas, utilities, resources, and property in government, ASX and private entities. ROCHELLE WRIGGLESWORTH Rochelle has over 20 years’ experience in financial management, audit and risk. She held senior roles at PricewaterhouseCoopers and was a Principal at Crowe Horwath before co-founding FiveFold Financial in 2013. Rochelle has extensive experience with public sector and not-for-profit organisations, including many years as an audit service provider to the Victorian Auditor-General’s Office. Based in Gippsland, she is passionate about supporting her community and contributing to the region’s long-term prosperity. Rochelle is a Graduate of the Australian Institute of Company Directors, a Chartered Accountant (Australia and New Zealand), and a Registered Company Auditor with ASIC. She is a director of East Gippsland Regional Water Corporation and serves on the Audit and Risk Committees of the Royal Botanic Gardens Victoria, Central Gippsland Health Service, and East Gippsland Regional Water Corporation. She previously served as Chair of the Committee for Gippsland, where she was a director for nine years. TREVOR GOLDSTONE A part-time independent consultant and advisor since April 2023, Trevor has held numerous senior and executive level roles with Australia Education Management Group, University of New England, James Cook University, Townsville Enterprise and others. He holds a graduate diploma in Management, and a Bachelor of Applied Science (Recreation Planning and Management). ADAM KOSTER Adam, who is also a Board Director with Yarram and District Health Service and Swan Hill District Health, works with Alex Scott Land in a general counsel role, working as both in-house lawyer and sales executive within the company’s transactions and advisory team. He holds a Bachelor of Laws, Bachelor of Arts, Graduate Diploma in Legal Practice, Master of Laws from Monash University, and a Certificate IV in Property Services (Real Estate). LUIS PRADO Dr Prado is a Senior Consultant at Queensland Health Metro North Hospital and Health Service. For the last 20 years, he has been the Chief Medical Officer of some of Australia's largest Not for Profit Healthcare groups, namely St John of God Healthcare, Epworth Healthcare and UnitingCare. Dr Prado remains clinically active as a general practitioner alongside his health executive roles. He has led major change programs, delivering transformations to organisational culture, particularly around transparent reporting of performance and investigation of incidents, and delivered a suite of programs to improve patient outcomes and satisfaction.

After a birth is registered in the area, a Maternal and Child Health Nurse will contact the family within five working days to arrange a first home visit. SENIOR MANAGEMENT TEAM MS MICHELE GARDNER, CHIEF EXECUTIVE OFFICER Michele has more than 34 years of service across Tertiary/Quaternary, Regional and Subregional public and private healthcare and Department of Justice settings, across three states of Australia. She is an Intensive Care/Critical Care qualified Registered Nurse and has extensive experience with the successful implementation of the National Safety and Quality Health Service Standards, accreditation and quality improvement in acute and community settings. Michele holds post-graduate qualifications in a Master of Public Administration and a Graduate Diploma in Health Counselling. She has led both public and private hospitals, major infrastructure redevelopment and successful operational commissioning expertise in both brownfield and greenfield health sites; and has experience in strategic and service planning, quality and safety, risk management, clinical and corporate governance. Previously, Michele served as Executive Director of The Prince Charles Hospital, Metro North Hospital and Health Service Brisbane, where she held the overall strategic and operational responsibility for this major tertiary level health service and referral center for Queensland. Michele has undertaken Acting CEO roles at Bairnsdale Regional Health Service and Mallacoota District Health; Executive Director roles in Central Queensland Hospital and Health Service and Wide Bay Hospital; and both large and diverse public regional and rural Queensland health services. Having spent many years working in Queensland, Michele also has a strong understanding of Local Health Service Networks and the importance of collaboration across services. Michele also has extensive experience in leading emergency management responses to bushfires, floods, cyclones and the COVID-19 pandemic. Michele has a deep focus on quality, patient-centered care and partnering and collaborating for future growth. MS MANDY PUSMUCANS, DIRECTOR OF NURSING/CHIEF NURSE Mandy is a registered nurse with additional qualifications in rural health and business management. Following a working life that commenced in Gippsland, Mandy worked in Melbourne hospitals, rural Victoria and then on to remote Australia, which included living and working in both remote Aboriginal communities in Central Australia and the main centre of Alice Springs. Mandy’s work has focused on social justice and equity of access for rural and remote communities, with particular focus on Aboriginal Australians. Mandy has been both an executive officer and then Board member of the Council of Remote Area Nurses Australia, a participant on the Council of the National Rural Health Alliance, and a member of the Royal College of Nursing Australia. DR DIVYANSHU DUA, DIRECTOR MEDICAL SERVICES Dr Divyanshu ‘Divy’ Dua is Director of Medical Services at the Central Gippsland Health Service. Additionally, he is a visiting medical oncologist at the Latrobe Regional Health Service. He also holds the clinical dean position with the Monash Rural, Sale campus. A consultant medical oncologist and Fellow of the Royal Australasian College of Physicians (RACP). Dr Dua trained in Internal medicine and Medical oncology in Australia as part of FRACP before completing a clinical fellowship in drug development, early phase trials and thoracic malignancies at the Guy’s Hospital, London (UK), and the Sarah Cannon Research Institute (UK). Thoracic malignancies – including lung cancer, mesothelioma and thymoma – continue to be of special clinical interest to Dr Dua. He also has particular interest in the treatment of Genitourinary malignancies – especially prostate cancer, malignant melanoma, CNS tumors and breast cancer. Dr Dua has also involved in clinical research in the field of geriatric oncology “cancer in the older people” services as part of his role as medical oncologist. Dr Dua has published several articles in peer reviewed international journals. He is actively involved in teaching and research through his current affiliation with the Monash rural medical school. His past academic affiliations include the Australian National University, Canberra. University of Adelaide, Flinders University, Monash Rural school of Medicine in Australia and King’s College London. MS KELLI MITCHENER, DIRECTOR QUALITY & LEARNING SERVICES Kelli is a registered nurse with a passion for quality, risk and governance. She began her nursing career in Melbourne spending 13 years in Intensive Care at Austin Health. During that time Kelli also gained experience through project roles; in clinical governance, resuscitation, quality improvement, rapid response systems and service development. Kelli moved into a variety of roles related to trauma, simulation and exercise training, and process redesign including time at the Office of the Emergency Services Commissioner, the Department of Health and Human Services and NSW Health. Kelli is a specialist reservist in the Royal Australian Air Force and deployed to Afghanistan in active operations. Kelli has a Bachelor of Science (Nursing), a Diploma of Critical Care Nursing, a Master of Enterprise, and is a member of the Australian College of Nursing. MS PELE REEVE, DIRECTOR COMMUNITY & ALLIED HEALTH SERVICES Pele Reeve is a passionate and values-driven leader with over a decade of experience in aged care, health service delivery, and community wellbeing. Beginning her career as a physiotherapist, Pele has worked across a wide range of roles in the healthcare sector, progressing into senior leadership positions. As Director of Community and Allied Health at Central Gippsland Health, she is committed to creating a workplace culture where staff feel safe, valued, and empowered—leading to exceptional care outcomes for the community.
